Who it applies to
Manufacturers, importers and distributors of machinery and lifting accessories: safe design, conformity assessment, EU declaration of conformity, CE marking and instructions.
It replaces Directive 2006/42/EC and applies from 20 January 2027. It places obligations on those who manufacture, import or distribute; your obligations as a user remain where they were.

Periodic inspections of the equipment you already use do not come from this regulation, but from Directive 2009/104/EC and each country's national law; in Spain, from Real Decreto 1215/1997. They stay the same.
With each new machine or accessory: the EU declaration of conformity, the CE marking and the instructions. The regulation allows the instructions to be supplied in digital format; if you want them on paper, you can ask for them at the time of purchase and they must be provided free of charge within one month.
If you substantially modify a machine — a change not foreseen by the manufacturer that affects its safety and creates a new hazard or increases a risk — the regulation treats you as the manufacturer of that machine, with the corresponding obligations. Before adapting a piece of equipment, seek advice.
The regulation governs what is placed on the market from 2027. It does not require you to replace or re-certify the equipment you already use.
It keeps each item's declaration of conformity, instructions and certificates with that item, with versions and expiry dates, so you have them at hand when you are asked for them.
